The Race to Resilience Metrics Framework
The RtR Metrics Framework, developed by the RtR Technical Secretariat, monitors and evaluates partners’ progress toward the campaign’s core goal: enhancing the resilience of 4 billion people to climate change. As a leading methodology for high-level tracking, the Framework provides a comprehensive view of how non-state actors contribute to resilience across sectors, regions, and action types. By consolidating commitments, progress, and evidence-based outcomes, it supports a shared understanding of global resilience efforts while identifying gaps, opportunities, and lessons to accelerate action.
Objectives of the RtR Metrics Framework
- Monitor and support progress – Track initiatives and provide tailored feedback to enhance impact.
- Facilitate knowledge exchange – Share insights, best practices, and lessons among partners and stakeholders.
- Report collective advancement – Aggregate and communicate global achievements, highlighting progress and remaining challenges.
- Inform global adaptation goals – Ensure local and regional actions contribute to shaping international climate adaptation strategies.
These objectives underpin a strategic, evidence-based approach that reinforces accountability, transparency, and continuous improvement across the campaign.
Components of the RtR Metrics Framework
The Framework relies on the Theory of Change (ToC) and the Resilience Increase Index (RII).
- The Theory of Change provides the conceptual foundation, outlining how and why change is expected from the Campaign’s and partners’ actions, tracing a clear path from interventions to long-term impacts.
- The Resilience Increase Index measures resilience outcomes by integrating quantitative reach (Magnitude) and qualitative depth (Depth), complemented by the Confidence Index to assess data reliability.
Together with the Monitoring, Evaluation, and Learning (MEL) cycle, these components deliver a holistic, evidence-based methodology for assessing impact, enabling RtR to track not only what is achieved but also how and why, paving the way for more effective, equitable, and scalable resilience actions worldwide.
