Governance
The Race to Resilience (RtR) operates under a governance structure designed to ensure scientific integrity, transparency, and effective coordination across all campaign activities.
The campaign is led by the Technical Secretariat (TS) and supported by an integrated Advisory Body, which brings together the Methodological Advisory Group (MAG) and the Expert Review Group (ERG).
The Technical Secretariat, based at the Center for Climate and Resilience Research (CR²) at the University of Chile, provides technical leadership and ensures the integrity of RtR’s operations. Composed of leading scientists who contribute to the Intergovernmental Panel on Climate Change (IPCC), the TS upholds the highest scientific standards across our metrics, methodologies, and reporting systems.
The Advisory Body strengthens the scientific and procedural rigor of the campaign. The MAG, with 11 members, focuses on developing, refining, and validating RtR’s metrics to ensure they are robust and applicable across diverse contexts. The ERG, composed of 6 members, conducts peer reviews of applications from prospective partners, ensuring a fair, transparent, and consistent evaluation process.
Together, these entities form a governance structure that keeps the Race to Resilience credible, science-based, and action-oriented — driving measurable progress for communities most vulnerable to climate impacts.

The Technical Secretariat is responsible of:
- Advise and develop RtR metrics.
- Support coordination of the RtR Advisory Body (ERG and MAG).
- Develop the Campaign Framework ensuring scientific soundness.
- Maintain RtR reporting and progress monitoring.
- Liaise with other frameworks such as the SAA and contribute with submissions to international events.
TS Strategic and Coordination Team
ROLE: Oversee and refine the Race to Resilience Campaign Framework, ensuring scientific credibility, robust metrics, and alignment with global resilience agendas. Coordinate expert bodies, partnerships, reporting, and communications to deliver coherent, evidence-based progress and impact.
Metrics Team
ROLE: Develop and maintain robust resilience metrics and data systems aligned with global frameworks, ensuring methodological support and quality control for partners. Oversee data integration, evidence collection, and progress monitoring to transparently track and communicate campaign achievements.
Partner Alignment Team
ROLE: Oversee partner enrollment, orientation, and capacity-building to ensure alignment with RtR frameworks, metrics, and reporting processes. Manage communication, data systems, and tracking tools to monitor partner engagement, progress, and implementation conditions.
Data Explorer Team
ROLE: Development of the RtR Data Explorer web application.
