COP30 Axes

The COP30 Action Agenda serves as a “granary of solutions” connecting climate ambition with development through investments, innovation, finance, technology, and capacity building. Guided by the Global Stocktake (GST), it is structured around six thematic axes spanning mitigation, adaptation, and means of implementation:

  1. Transitioning Energy, Industry and Transport
  2. Stewarding Forests, Oceans and Biodiversity
  3. Transforming Agriculture and Food Systems
  4. Building Resilience for Cities, Infrastructure and Water
  5. Fostering Human and Social Development
  6. Unleashing Enablers and Accelerators (Finance, Technology, Capacity Building)

Based on the 2025 reports from partners in the Proceed stage, most contributions focus on Axis 6, strengthening climate and adaptation finance, followed by Axis 2, centered on ecosystem conservation and restoration, and Axis 4, promoting resilient urban development. Other areas—such as education and capacity building (Axis 5), sustainable agriculture (Axis 3), and energy justice (Axis 1)—are less frequently addressed but remain vital for systemic transformation.

At the objective level, actions most often align with climate finance (Objective 20), nature-based solutions (Objective 6), and urban resilience (Objective 13). While themes such as carbon market harmonization, energy transition, and climate impacts on poverty are less common, they continue to form part of the broader transformation agenda.
