Enabling Conditions

Since 2024, the Campaign has adopted the “enabling conditions” pathway, which recognizes the diverse contributions of RtR partners to driving systemic change.

Among those RtR partners reporting the actions implemented (Proceed 2025), Knowledge and Capacity Building emerges as the most frequently addressed area, followed by Governance and Finance. Additionally, the cross-cutting themes of Partnerships and Collaboration and Equity and Inclusive Participation are widely integrated across partners’ activities, as discussed below.
